  • On the 5-th of October 2010 came into force the Cabinet of Ministers regulations Nr.924 "Regulations on the application of offsets procurements for national defense purposes"

    LEtERA participated
    by giving it’s opinion and suggestions to the research study "Defense and related industries development opportunities in Latvia" ordered by the Ministry of Defense and the Ministry of Economics, which was performed in 2008-2009 by the Latvian Academy of Sciences Institute of Economics. The authors evaluated the Latvian industry potential to produce military and dual-use goods, to supply and provide services to the Latvian and partner-states forces, analyzed the offsets policy in EU countries, prepared recommendations for future action.

    LEtERA Board member Ilmārs Osmanis was delegated to participate in the work group which was established by the Ministry of Economics on the 23-d of April 2010 with the order No. 94 "About work groups establishment" to develop a regulations project on the application of offsets.

    On the 30-th of September 2010 the Cabinet of Ministers adopted regulations Nr.924 "Regulations on the application of the offsets procurements for national defense purposes" ("LV", 157 (4349), 05.10.2010.) [Shall enter into force 10/05/2010.]

    Regulations determine in which cases and in what order, purchasing the foreign manufactured military goods, which are mentioned in the special list in accordance with the Paragraph N. 346 of the Contract on European Union activities, procurements are suitable for offset procurements conditions, signing the public supply contracts with the foreign suppliers of military goods.
